NEIL COWDREY


Worked for Merseyside Police from March 1983 until December 2011. Attained the rank of Detective Chief Inspector and was Senior Investigating Officer (S.I.O.) and/or deputy for all forms of major investigation; including high profile homicide and Serious and Organised Crime incorporating drugs & firearms trafficking investigations on a local, national & international level.


Senior officer in the Liverpool North Area which, at that time, was second largest policing area in England & Wales. Intelligence Manager responsible for the authorisation of search warrants on a regular basis. As such, his knowledge of the law in that regard is second to none.


Vast knowledge of the Regulation of Investigatory Powers Act 2000 (RIPA). As an Intelligence Manager approved applications and as S.I.O. on large scale covert operations, prepared and presented applications in respect of intrusive surveillance tactics for approval by the Association of Chief Police Officers (ACPO).


Selected S.I.O. on a covert investigation into the practices of an extremely high-profile Merseyside solicitor. As such, responsible for the preparation of applications for search warrants under Schedule 1 of the Police and Criminal Evidence Act 1984. Worked in close co-operation with Kingsley Hyland O.B.E., head of the C.P.S. Complex Casework Unit in Northumbria.

 

Lead officer on many areas of policing. Nationally trained Financial Investigation Manager and senior lead officer on the Proceeds of Crime Act (P.O.C.A.) 2002, in the Liverpool North area. Responsibility for all P.O.C.A. applications and that correct policies and procedures were implemented.


Worked closely with French, Dutch, Belgian & Spanish law enforcement agencies and is highly experienced in the law pertaining to Commission Rogatoire (Letters of Request) and the Schengen agreement.


Led Force inspections into all aspects of policing procedures and practices and spent time with Her Majesty’s Inspectorate of Constabulary, doing the same on a National basis.

 

Considered to be an expert in the Police and Criminal Evidence Act 1984.
